Speaking of Club Play:
although Madonna has enjoyed a second hot chart year on Club Play,
with two multi-week #1 singles, she will cede this year's crown to
either Cher or Whitney Houston. Cher, of course, enjoyed the biggest
club hit of the decade with "Believe" in late 1998, which spent 5
weeks at #1, all during the 1999 chart year. She followed that up
with "Strong Enough," logged one week at #1 and spent 13 weeks on
the chart. This week her third European single, "All Or Nothing,"
ranks #8* in Club Play as an import-only single (i.e. no promo has
been shipped to DJs). As for Whitney, she has enjoyed an unprecedented
year on Club Play, with "It's Not Right But It's Okay" at #1 for three
weeks in February; "Heartbreak Hotel" a single-week #1 in April; and
now "My Love Is Your Love" currently in its second week at #1. Other
contenders to log multiple chart-toppers on Club Play this year include
Donna Summer, who, it is assumed, will follow up the #1 "I Will Go
With You" with a second club single; and Mariah Carey, who hit #1
in April with "I Still Believe" and presumably will promote a club

In other diva action, Whitney Houston's "My Love Is Your Love"
finally makes its bow at #82* on the Hot 100 this week, ranking
#72* in Hot 100 Airplay. The title is at #23* this week on the R&B
singles chart, giving us some indication of how much R&B airplay
a track must receive to hit the Hot 100 without significant pop
crossover airplay. "My Love Is Your Love" is Whitney's 31st Hot
100 single. Commercial singles in the maxi-format only are released
on August 31, with regular format cassette and CD singles due on

For the week ending September 4, 1999, "It's Not Right But It's
Okay" slips 8 positions to No. 25 in its 18th week on the Billboard
Hot 100. The single has been descending the chart very slowly.
However, due to an influx of new songs into the top twenty,
it drops a little further this week. On the Billboard 200, "My
Love Is Your Love" sees only a one-point slip to No. 55. Speaking
of "My Love", the promo track continues its stronghold at the
summit of the Hot Dance Music / Club Play list, although unbulleted.
Furthermore, as Whitney prepares for the European leg of her
tour, the album continues to do well, holding on at No. 1 on
the European composite charts (dated August 20, 1999). Incidentally,
Shania Twain's "Come On Over" comes in at the runner-up position.
Meanwhile, "My Love", the single, exhibits great chart stamina

Following up on the
Whitney Houston discussion from last week, "My Love Is My Love" moves
up to #26* on Hot R&B Singles & Tracks and to #23* on Hot R&B Airplay.
The track ranks #5 on the Bubbling Under the Hot 100 chart this week,
having reached as high as #4. (The Bubbling Under chart awards no
bullets.) Again, "My Love" gives us an idea of how high a song that
is getting airplay only in the R&B format has to chart to reach the
Hot 100 with virtually no pop crossover airplay. "My Love" reaches
#1* on Club Play this week, Whitney's third consecutive Club Play

Whitney Houston's third single from "My Love Is Your Love," the
title track, is heating up the R&B Singles chart, up to #31* in
its 5th week. "My Love"'s R&B airplay position this week is not
known. The track has yet to chart on the Hot 100. This track might
soon illustrate for us the critical mass of R&B-only airplay that
a track must receive in order to hit the Hot 100 without pop crossover
airplay. It is surmised that "My Love" is receiving scant, if any,
airplay in the pop format, since "It's Not Right But It's Okay"
continues to experience gains in the pop genres. The latter track
ranks #15* on Top 40 tracks (which I believe is a new peak) and
#25* in its 9th week on Mainstream Top 40 (which is its current

A couple of weeks ago, Missy Elliott's "All N My Grill" debuted
on the Hot 100 at #86 on a Hot 100 Airplay position of #75. "My
Love" should debut on the Hot 100 in the next two weeks, assuming
it continues to gain airplay in the R&B format, allowing us to compare
the track's debut based almost exclusively on activity in the R&B
radio market with that of Missy's "All N My Grill." Thus it can
be estimated what level an R&B-only track must attain in order to
receive Hot 100 status without pop crossover airplay. "My Love Is
Your Love" is #2* in Club Play this week and should become Whitney's
third straight Club Play #1, all from a single album, within the

In other certification
news, Whitney Houston's "Whitney Houston" debut album has attained
certification at the 13 platinum level. This bumps Whitney ahead of
Madonna by 500,000 copies in certified album sales: Whitney now stands
at 47 million while Madonna remains at 46.5 million. It is believed,
on good evidence, that "The Immaculate Collection," at least, is due
for additional certification by the RIAA. Shania Twain's "Come On
Over" has upped its certification level to 12 platinum. It ranks as
the fourth-highest-selling release by a female solo artist, following
Whitney's "The Bodyguard" Soundtrack and Alanis's "Jagged Little Pill"
at 16 platinum and "Whitney Houston" at 13 platinum. Shania and Whitney
are the only two female artists to have two albums certified at higher
than 10 platinum: Shania's "The Woman In Me" sits at 11 platinum.
Cher's "Believe" album is certified 3 platinum, tying 1989's "Heart
of Stone" as her highest-certified album. Finally, Bruce Springsteen's
1985 live box set is certified at 13 platinum to become one of the
highest-certified albums of all time and giving two Bruce Diamond-certified
albums (for shipments above 10 million). The certification reflects
shipments of 4.33 million copies of the 3-CD box set. (The release
was originally on 5 vinyl albums; certification, however, reflects
the number of CDs in the current configuration.) Springsteen's total

10 dropping two this week to number 8. Sales of the single are now
